Authorities later confirmed that officers were sent to the area after groups of juveniles gathered near the park space between First Street and New Jersey Avenue SE, adjacent to a Metro station entrance.

Police said the gathering began around 7:30 p.m. on Friday, October 31, 2025, and grew to several hundred people. Officials stated the crowd was initially peaceful but later included fights, traffic disruptions, and repeated noncompliance with instructions to remain on sidewalks. Streets were closed for crowd control, and additional resources were deployed to clear the area by about 11 p.m.

Arrests and reported offenses

Police reported at least five arrests involving individuals ages 14 to 18. The reported charges included possession of a prohibited weapon (a knife) and offenses related to failure to obey, resisting arrest, affray, and public consumption of marijuana. Officials also said road blocks were temporarily put in place while the area was cleared.

Policy response: citywide youth curfew and targeted curfew zones

In the aftermath, the District implemented a limited juvenile curfew running from 11 p.m. to 6 a.m. for those under 18 unless accompanied by an adult. Under emergency authorities used in 2025, the police chief was also empowered to designate “Special Juvenile Curfew Zones,” where earlier evening restrictions could apply. City leadership identified areas including Navy Yard, the U Street Corridor, Union Station, and the vicinity of the Banneker Recreation Center for heightened curfew enforcement during the initial rollout.

Officials stated the measures were intended to give police clearer authority to disperse large groups of youths when gatherings present a substantial public-safety risk, and they indicated an increased police presence around Navy Yard in the days following the incident.
