Senate Committee Weighs Disapproval of D.C. Tax Law

On Wednesday, February 4, 2026, the District of Columbia faces significant legislative scrutiny on Capitol Hill. The Senate Committee on Homeland Security and Governmental Affairs is scheduled to hold a business meeting to consider S.J. Res. 102. This joint resolution represents a formal attempt to disapprove of the D.C. Income and Franchise Tax Conformity and Revision Temporary Amendment Act of 2025, a measure previously approved by the D.C. Council. The federal challenge highlights the ongoing tension between local District governance and congressional oversight, particularly regarding the city's fiscal policy and tax structure.

State Board of Education and Local Boards Convene

While federal lawmakers debate the District's tax laws, several local bodies are moving forward with their own agendas. The D.C. State Board of Education is holding its monthly working session today from 5:00 p.m. to 8:00 p.m. This session, conducted via livestream, allows board members to coordinate on upcoming educational policies and student achievement initiatives before their formal public meetings later in the month.

Other government sessions taking place today include:

  • The Alcoholic Beverage and Cannabis Board is holding a full session from 10:30 a.m. to 5:00 p.m. at the ABCA headquarters to handle licensing and regulatory matters.
  • The Green Building Advisory Council is meeting virtually from 2:00 p.m. to 4:00 p.m. to discuss sustainability standards and the District’s progress toward its long-term environmental goals.

City Focuses on Recovery Following Winter Storm

Mayor Muriel Bowser’s administration continues to prioritize the return to normalcy following an unprecedented winter weather event that left the city struggling with "snowcrete"—a difficult-to-clear mixture of snow, rain, and ice. The D.C. Snow Team remains deployed to clear segments of the city where high traffic volume and space constraints have slowed recovery. While the administration has indicated that conditions for melting are favorable today, residents and business owners are being reminded of their legal obligations to clear sidewalks to ensure safe pedestrian passage, especially near public schools, libraries, and senior centers.

Controversy Over Health Legislation

Legislative tension also remains high within the D.C. Council regarding the PrEP DC Act. Advocacy groups have recently called on Council members to reverse changes that they argue have weakened the bill’s insurance coverage requirements. Although the primary debate occurred earlier in the week, the political fallout continues to dominate discussions among health advocates and local representatives. These developments come as the city prepares for a major leadership transition following Mayor Bowser’s recent announcement that she will not seek a fourth term in the upcoming election cycle.
