Public Notice: Snow Emergency Declared and Winter Service Updates for January 24

Emergency Declaration: Winter Storm Fern Response
Mayor Muriel Bowser has officially declared a Snow Emergency and a State of Emergency for the District of Columbia effective Saturday, January 24, 2026. This declaration comes in response to the arrival of Winter Storm Fern, which is expected to bring significant snow accumulation, sleet, and freezing rain to the National Capital Region through Monday. In coordination with the National Weather Service, an arctic blast is also anticipated, with temperatures forecast to drop well below freezing.
The Snow Emergency will formally go into effect today, Saturday, at 12:00 p.m. Under these regulations, residents are required to move all vehicles off of designated Snow Emergency Routes to allow for the efficient passage of salt trucks and snowplows. Vehicles remaining on these routes after the noon deadline are subject to ticketing and towing. This measure is essential for maintaining clear paths for emergency response vehicles and public transit.
DPW Service and Leaf Collection Status
The Department of Public Works (DPW) has mobilized the District’s snow team to begin pre-treating primary roadways. While the 2025–2026 Leaf Collection Season remains active through February, all scheduled vacuuming services are currently suspended due to the inclement weather. Residents are advised to refrain from raking new leaves to the curb during the storm, as piles can obstruct storm drains and hinder snow removal efforts. Leaf collection will resume on a delayed schedule once primary and secondary roads are cleared and deemed safe for heavy equipment.
Health Advisory: DC Health Link Deadline
The District of Columbia Health Benefit Exchange Authority reminds residents that the Open Enrollment period for 2026 health insurance plans is entering its final week. The deadline to select and enroll in a plan through DC Health Link is Saturday, January 31, 2026. Despite the current weather emergency, the online marketplace remains fully operational for individuals, families, and small business owners to compare coverage options. Residents are encouraged to finalize their enrollments early to avoid potential system delays as the deadline approaches.
District Council and Public Oversight Updates
Following the reorganization of several council committees on January 22, the DC Council is moving forward with performance oversight hearings for the 2026 session. Newly appointed Councilmember Doni Crawford has officially assumed responsibilities within the reorganized committee structure. Recent hearings chaired by the health committee have focused on critical safety and infrastructure repairs at St. Elizabeths hospital, emphasizing the need for modernized HVAC systems and improved security protocols. Residents may continue to submit written testimony for upcoming budget and performance oversight hearings through the Council’s official portal.
