Mayor Bowser Unveils FY26 Small Business Guide and RFK Redevelopment Plans Today

On Monday, February 9, 2026, Mayor Muriel Bowser and the District Department of Small and Local Business Development (DSLBD) are scheduled to release the FY26 Green Book. The event, held at 11:00 a.m. at Capital One Arena, serves as the formal unveiling of the District’s official Small Business Enterprise (SBE) Opportunity Guide for the 2026 fiscal year. This annual guide is designed to provide local entrepreneurs and Certified Business Enterprises (CBEs) with a transparent roadmap of the District government's procurement goals and upcoming contracting opportunities.
A primary focus of this year’s release is the inclusion of a dedicated section for the RFK Memorial Stadium Campus redevelopment. This project represents one of the largest public-private investments in the District’s history, with total projected spending estimated at $3.7 billion. District leaders are expected to outline how small and local businesses can secure a share of the substantial contracting and procurement opportunities generated by the multi-phase stadium project over the coming years.
Capital One Arena was selected as the backdrop for the announcement to highlight successful CBE integration in action. The venue's ongoing redevelopment maintains a 40% commitment to local businesses, with approximately 60 CBEs already participating in the project. Since the inception of the Green Book in FY16, the Bowser Administration has increased the District’s annual spending goal with local businesses from $317 million to $1.4 billion for FY25, consistently exceeding these benchmarks.
DC Public Charter School Board Convenes Special Session
The District of Columbia Public Charter School Board (DC PCSB) has scheduled a special board meeting for today, February 9, at 4:00 p.m. The session, conducted via Zoom webinar, is designated for board deliberations on specific agency matters. While the primary legislative body of the District, the DC Council, does not have a formal legislative session scheduled for today, the PCSB meeting represents a critical administrative window for educational oversight and charter school policy adjustments.
Federal and Regulatory Activity in the District
In addition to local municipal activities, several federal bodies headquartered in Washington are holding significant sessions today. The Board of Governors of the Federal Reserve System is scheduled to hold a closed meeting at 11:30 a.m. at its offices on 20th Street and C Street NW to review and determine official Board business. Additionally, the U.S. House of Representatives is active today, with the Committee on Rules meeting at 4:00 p.m. to consider legislation including the Law-Enforcement Innovate to De-Escalate Act and the Securing America’s Critical Minerals Supply Act.
