GSA appoints Michael Lynch as deputy administrator, formalizing a leadership role overseeing operations and automation initiatives

Appointment takes effect January 20, 2026
The U.S. General Services Administration (GSA) has formally appointed Michael Lynch as deputy administrator, effective Jan. 20, 2026. The role places Lynch in the agency’s top leadership ranks at a time when GSA is emphasizing performance management, technology modernization and automation efforts across its governmentwide operations.
In the deputy administrator position, Lynch will serve as GSA’s chief operating officer and will be responsible for leading the development and execution of an agencywide performance culture. The appointment also assigns Lynch oversight of automation initiatives and leadership responsibility for GSA’s artificial intelligence strategy, positioning the deputy administrator’s office as a central hub for operational execution and technology-driven change.
Continuity from an earlier interim delegation in 2025
Lynch’s appointment formalizes responsibilities he had previously carried on an interim basis. He was delegated the duties of deputy administrator from March through July 2025 and later returned to a senior adviser role in the administrator’s office. The move establishes a permanent leadership structure for responsibilities that had been carried under delegated authority.
Background combines federal advisory work and private-sector leadership
GSA identified Lynch as an executive with significant private-sector leadership experience spanning biotechnology, aerospace and technology companies. Before joining GSA in January 2025 as a senior adviser, Lynch served as chief executive officer of Zedsen, a United Kingdom-based medical technology company focused on applying artificial intelligence to early-stage cancer detection.
GSA also cited Lynch’s prior senior executive roles at Eli Lilly and SpaceX, along with leadership experience in multiple high-growth technology firms. His academic background includes an undergraduate degree in political science from Wabash College and graduate degrees from Indiana University and the London School of Economics.
