The D.C. Council is preparing to consider whether to extend emergency authority that allows the Metropolitan Police Department to establish “extended juvenile curfew hours zones” in specific areas of the city. The mechanism is designed to impose earlier or more targeted restrictions on youth activity than the District’s standard overnight juvenile curfew, with the stated purpose of protecting public safety or public and private property.
The current framework stems from emergency and temporary actions taken in 2025 and carried into 2026, after a series of large youth gatherings prompted calls for additional tools beyond the long-standing juvenile curfew statute. The emergency approach has been repeatedly time-limited, requiring periodic Council action to keep the policy in effect.
How the curfew zones work
Under the emergency amendments, the police chief may designate a defined geographic area as an extended juvenile curfew zone when leadership determines the designation is appropriate for safety or property protection. Within a designated zone, youth covered by the law are restricted from gathering in large groups in public places or on the premises of businesses during specified hours, subject to exemptions for permitted activities.
Citywide, emergency legislation enacted in 2025 adjusted the nightly juvenile curfew to begin at 11 p.m. and run until 6 a.m., and applied the curfew to individuals under 18. The zone tool added a second layer: geographically limited rules that can begin earlier than the citywide start time, within set constraints and procedural requirements.

Public safety rationale and ongoing points of dispute
Council deliberations are taking place as warmer weather brings renewed concern about large, disruptive youth gatherings in entertainment districts and near Metro-accessible public spaces. City officials have cited incidents connected to such gatherings—ranging from disorderly conduct to robberies and firearms-related behavior—as part of the broader context for seeking extended authority.
At the same time, the policy has drawn scrutiny inside and outside government over how it is applied, what measurable outcomes it produces, and how to ensure enforcement does not lead to disparate impacts or unnecessary police contact with youth. Another recurring issue has been whether the District has produced sufficient public reporting to evaluate the effect of zones versus other strategies such as outreach, recreation programming, and targeted supervision in high-traffic corridors.
Any Council action to extend the zones would keep in place a temporary policing tool that is otherwise scheduled to lapse without additional legislation.
What happens next
If the Council advances an extension, the authority for targeted curfew zones would continue under emergency or temporary terms, preserving MPD’s ability to designate limited areas and hours as conditions warrant. If it does not, MPD would revert to relying on the baseline citywide juvenile curfew and other public safety authorities without the specialized “zone” mechanism created by the 2025 emergency amendments.
The forthcoming debate is expected to center on timing, guardrails, enforcement practices, and whether the District can document clear public safety benefits alongside youth-focused alternatives.
