City Service Update: Winter Recovery and Public Oversight Schedule

Performance Oversight Hearings for FY 2025-2026
The Council of the District of Columbia is currently conducting its annual performance oversight hearings for the 2025-2026 fiscal year. This critical period, which runs through March 6, 2026, allows the public to provide testimony regarding the performance of various District agencies. Residents are encouraged to share their experiences and recommendations to help the Council evaluate agency efficiency and set priorities for the upcoming budget cycle. Testimony can be submitted via the Council’s Hearing Management System or during scheduled virtual and in-person sessions.
DPW Resumes Regular Collection Schedules
The Department of Public Works (DPW) has officially resumed its normal schedule for residential trash and recycling collections following the recent winter storm. As of this week, both frontside and alley collections have returned to their standard cycles. City crews worked through the beginning of February to clear alleyways using specialized equipment to ensure safe passage for sanitation trucks. Residents should now follow their regular collection days and ensure that bins are placed at the curb or in designated alley spots by 6 a.m. on their scheduled day. Enforcement of sidewalk snow and ice removal has also resumed to ensure pedestrian safety across all eight wards.
2026 Residential Access Placards (RAP)
The District Department of Transportation (DDOT) has announced the availability of the 2026 Residential Access Placards for residents living near Nationals Park and Audi Field. These placards are intended to facilitate access for residents to their homes during major events and game days when the Metropolitan Police Department (MPD) implements temporary road closures. The 2026 Traffic Operations and Parking Plan (TOPP) specifies that distribution will be completed by the end of February. Residents in affected buildings west of Fourth Street SW should monitor local ANC notices for specific distribution times and locations.
Public Health Vaccination and Insurance Guidance
DC Health and the Department of Insurance, Securities, and Banking (DISB) remind residents that all currently recommended vaccines, including those for COVID-19 and seasonal influenza, remain covered by District health plans with no cost-sharing through the end of 2026. Additionally, following recent legislative hearings, health providers in the District are authorized to administer immunizations recommended by medical and public health organizations to further community immunity. Residents are encouraged to visit local wellness centers for routine health services, which are operating under standard hours following previous winter weather delays.
