Bowser releases updated RFK Plaza and stadium renderings as D.C. begins RFK campus master planning

New visuals, new planning process
Mayor Muriel Bowser has shared updated renderings tied to the ongoing redevelopment of the RFK Stadium campus, highlighting changes to the planned public realm around a new stadium and the adjacent plaza area. The release comes as District agencies begin a formal master-planning process for the broader RFK campus—an effort intended to set land-use, zoning, and design direction for one of the city’s largest redevelopment sites.
The RFK campus is a roughly 180-acre site situated between the Anacostia River and the Kingman Park and Hill East neighborhoods, with access via Metrorail, bus, and major roadways. RFK Stadium, long a regional sports and events venue, officially closed in 2019. In January 2025, federal legislation transferred administrative jurisdiction of the campus to the District for redevelopment, enabling the city to pursue a comprehensive plan for the site’s future.
Stadium concept: roof, sightlines, plazas, and recreation commitments
Conceptual stadium renderings released earlier this year show a roofed venue designed for year-round use, with a transparent domed roof and a continuous exterior colonnade. The concept positions the stadium on the former RFK Stadium footprint and references alignment with the L’Enfant Plan, including an approach intended to manage the building’s profile along the east–west axis associated with views toward the U.S. Capitol and monuments.
The design materials also describe a network of new outdoor plazas, public spaces, and green areas, and include a stated target that at least 30% of the site would be devoted to active and passive recreation. While the images are conceptual and subject to change as design advances, they signal a planning emphasis on the public realm—how people move through, gather within, and access the waterfront and nearby neighborhoods.
Key issue for the project’s next phase: translating conceptual renderings into binding site standards for streets, parks, and connections that will be governed through the master plan and subsequent approvals.
Master plan launches with March engagement events
The D.C. Office of Planning has begun work on an RFK Campus master plan on behalf of the District, describing it as a framework covering the entire campus. The process is intended to outline opportunities for mixed-use development and community amenities and to provide guidance on buildings, parks, and pedestrian-friendly public spaces, with the goal of supporting a neighborhood that includes housing, jobs, entertainment, recreation, and major facilities.
Two public open houses have been scheduled for late March:
- Tuesday, March 24, 2026 (6:30–8:30 p.m.), at the Department of Employment Services, 4058 Minnesota Ave NE.
- Saturday, March 28, 2026 (10 a.m.–12 p.m.), at St. Coletta of Greater Washington, 1901 Independence Ave SE.
The master plan is expected to coordinate overall planning and site design with the stadium and related development proposals, including recommendations for zoning and guidance on the street network, parks, open space, and waterfront access. The upcoming engagement meetings mark the first major public step in shaping how the stadium district and the broader RFK campus redevelopment fit into surrounding communities and citywide priorities.
